Ukraine imported 1.1 million tons of flat rolled steel in 2025

In 2025, 1.09 million tons of flat rolled steel were supplied to the Ukrainian market, which is 10.7% more than in 2024. This is evidenced by GMK Center calculations based on data from the State Customs Service.

Approximately 50% of imports were coated flat products (HS 7210) – 532.8 thousand tons, which is 13.7% more than in 2024. The main suppliers of products during the period were Turkey (256.67 thousand tons), Poland (59.98 thousand tons), and Slovakia (50.86 thousand tons).

Another 31.6% of supplies, or 344.28 thousand tons (+0.9% y-o-y), accounted for flat hot-rolled products (HS 7208). The main source of these products is Turkey – 256.67 thousand tons. Another 57.84 thousand tons were imported from China and 6.55 thousand tons from Italy.

Also, 105.43 thousand tons of flat cold-rolled products (HS 7209) were imported during the year, which is 32.9% more than last year. Turkey imported 70.78 thousand tons of products, China – 28.62 thousand tons, and Slovakia – 5.01 thousand tons.

During the fourth quarter, 256.45 thousand tons of flat rolled products were imported into Ukraine, which is 3.5% more than in the same period of 2024 and 7.8% less than in the previous quarter. This is the lowest quarterly figure for the current year.

In December, Ukrainian consumers imported 73.32 thousand tons of flat rolled products, which is 16.5% less y/y and 15.8% less m/m. Deliveries of coated flat-rolled products amounted to 31.52 thousand tons (-25.4% y-o-y; -29.6% m-o-m), hot-rolled flat-rolled products – 27.06 thousand tons (-19.8% y-o-y; +46.8% m-o-m), and cold-rolled flat products – 5.05 thousand tons (+10.5% y-o-y; -68.6% m-o-m).

Flat rolled steel import costs increased by 4.9% y-o-y – to $1.13 billion at the end of the year, while in December they decreased by 13.1% y-o-y and 11.1% m-o-m – to $76.04 million.

It should be noted that, according to the results of 2024, 983.49 thousand tons of flat rolled steel were supplied to the Ukrainian market, which exceeds the 2023 figure by 8.3%.

Approximately half of the imports were coated flat products – 468.61 thousand tons (+7% y-o-y). Another 34.7% of supplies, or 341.21 thousand tons (+8.7% y-o-y), accounted for hot-rolled flat products, and 79.31 thousand tons (-0.9% y-o-y) for cold-rolled flat products.

Flat steel import costs increased by 5% y-o-y – to $1.08 billion in 2024.
