Parliament approves forced seizure of property during the war

The Verkhovna Rada adopted a draft law No. 7605 about amendments to certain laws of Ukraine to optimize some issues of forcible expropriation and seizure of property under the legal regime of martial law.

Yaroslav Zheleznyak, the Deputy Head of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, Deputy from the “Voice” faction informed about it on the Telegram.

The bill was supported by 256 deputies.

According to the text of the explanatory note to the bill, its adoption will improve and optimize the procedure and mechanism for expropriation and seizure of property under the legal regime of martial law, speed up the transition of industry to war footing, especially heavy and the engineering industries.

The seizure is carried out on the basis of the National Security and Defense Council (NSDC) decision at the suggestion of the regional military administration.

There is a compensation for the alienation of property, which is carried out at the expense of the state budget (during the next 5 budget periods).

The confiscated real estate and movable property can be transferred to the management of the National Agency for the Detection, Search and Management of Assets Obtained from Corruption and Other Crimes (ATMA).

A week ago, the Verkhovna Rada accepted Decree No. 7566 about certain issues of the forcible expropriation of property under the legal regime of martial law, by which it decided to transfer the property of the Novokramatorsky Mashinobudivny Zavod (NKMZ) to state ownership.

At the same time, as the president and co-owner of NKMZ George Skudar in interview HB noted, the decision of the parliament to transfer the enterprise to state ownership came as a surprise to him.

A little later NKMZ in an open letter appealed to the President of Ukraine Volodymyr Zelensky with a request to suspend the implementation of the decision on the expropriation of the plant’s property.
