USPA and Ukrainian Reconstruction Consortium sign memorandum on port development

The agreement provides for financial and technical partnership, joint infrastructure projects

The State Enterprise “Ukrainian Sea Ports Authority” (USPA) and the Ukrainian Reconstruction Consortium have signed a memorandum of partnership for the restoration and development of the port industry. This is stated in a USPA press release.

The memorandum was signed during the international conference on the reconstruction of Ukraine (URC 2025) in Rome.

The document provides for the following areas of cooperation:

• the introduction of international standards and advanced technologies,
• the implementation of joint infrastructure projects,
• the creation of partnerships between Ukrainian and Italian ports,
• financial and technical partnership,
• development of innovative environmental transport solutions,
• promotion of sustainable recovery of the port industry,
• consultations on improving and adapting Ukraine’s maritime legislation to EU, IMO, and UNCTAD standards.

The USPA also listed the key benefits of the agreement. These include the opportunity to involve leading Italian and European companies in port reconstruction, the creation of “smart” port systems, and the integration of Ukrainian ports into the European TEN-T network. In addition, the agreement will facilitate access to financing from the EIB, EBRD, World Bank, and European funds, the development of partnerships with European ports, and the introduction of environmental technologies.

“We appreciate the opportunity to combine Ukrainian experience in the port sector with European technologies and financial instruments. This partnership opens up new opportunities for the modernization of our port infrastructure and further integration into the European logistics space,” said USPA Chairman Oleksandr Semyga.

The Ukrainian Reconstruction Consortium brings together global partners for the reconstruction and development of Ukraine, focusing on construction, green energy, and critical infrastructure projects.

According to the USPA, during the operation of the Ukrainian corridor, almost 5,000 ships have been handled and more than 130 million tons of cargo have been transshipped, with grain accounting for more than 80 million tons of this volume.

In 2024, Ukraine’s seaports handled 18.5 million tons of ore cargo. Total cargo turnover last year reached a record 97.2 million tons, compared to 62 million tons in 2023, with exports amounting to 88.1 million tons.
