US extends anti-dumping measures against rebar from seven countries

The U.S. Department of Commerce (DOC) has announced the results of an expedited review of anti-dumping duties on rebar from seven countries – Belarus, China, Indonesia, Latvia, Moldova, Poland, and Ukraine. This is stated in the report of the International Association of Rebar Producers and Exporters (IREPAS).

The DOC found that the abolition of anti-dumping duties on these products from these countries could lead to the continuation or recurrence of dumping.

The agency determined the weighted average dumping margin in the amount of up to:

  • 114.53% – for Belarus,
  • 133% – for China,
  • 71.01 – for Indonesia,
  • 16.99% – for Latvia,
  • 232.86% – for Moldova,
  • 52.07% – for Poland,
  • 41.69% – for Ukraine

The goods under investigation are included in subheadings 7214 20 00 00, 7228 20 80 50, 7222 11 00 50, 7222 30 0000, 7228 60 6000 and 7228 20 1000 of the Harmonized Tariff System of the United States (HTS).

Last December, the US announced the results of the review of the countervailing duty on rebar from Türkiye. The investigation covered imports for 2021. The DOC has preliminarily determined that the net rates of countervailing duties for Turkish suppliers Kaptan Demir Celik and Colakoglu Metalurji are 5.54% and 0.03%, respectively. The measures came into force on December 7, 2023.

As GMK Center reported earlier, in July 2023, the US International Trade Commission made a final decision to extend the existing anti-dumping and countervailing duties on imports of carbon and alloy steel wire rod from 10 countries, namely Belarus, Italy, Russia, South Africa, South Korea, Spain, Türkiye, Ukraine, the UAE and the UK, as well as countervailing duties on imports of wire rod from Italy and Türkiye. Earlier, based on the results of the expedited investigation, the authority determined the dumping margin for Ukraine at 44.03%.
