Ukraine is working to mitigate the impact of the CBAM on domestic exports. The issue was discussed with representatives of the European Commission at the EU-Ukraine Business Summit in Brussels, according to Oleksiy Sobolev, Minister of Economy, Environment, and Agriculture.
According to him, a meeting took place with Gerassimos Thomas, Director-General of the Directorate-General for Taxation and Customs Union (DG TAXUD).
“Due to the objective impossibility of verifying emissions during the war, export losses in the metallurgy sector in the first quarter of 2026 ranged from 17% to 93%—depending on the sector,” Sobolev said.
The minister noted that Ukrainian officials agreed that DG TAXUD would expedite the process of verifying Ukraine’s emissions and propose practical solutions for businesses. Additionally, the discussion will be elevated to the political level for further resolution.
As noted in a GMK Center study, CBAM will reduce exports of ferrous metallurgy products from Ukraine by 2.5 million tons by 2030. The mechanism’s overall impact on the country’s economy is estimated at -2.1% of GDP in 2030. This figure stands in stark contrast to the European Commission’s estimate of -0.01%.
As reported, Ukraine and Sweden have agreed on approaches to simplifying the accreditation procedures for verifiers under the European Carbon Border Adjustment Mechanism. This agreement will enable Ukrainian exporters to verify greenhouse gas emissions data in accordance with the requirements of the CBAM Regulation and use actual data instead of inflated default figures.
