The transition to the new system is expected to be gradual
The Ministry of Community and Territorial Development, in collaboration with experts from BRDO, has developed and presented a concept for Ukraine’s transition to the new EU Regulation 2024/3110 on construction products. This will enable domestic market regulations to be updated in line with European ones. This is stated in a press release from the Ministry of Community and Territorial Development.
The new EU Regulation, which came into force in January 2026, fundamentally changes the market’s operating principles by converting product information into a digital and structured format. The transition to the new rules in Europe will be gradual and will continue until 2040 as standards are updated.
Key innovations of EU Regulation 2024/3110:
- the introduction of a single electronic digital passport for construction products;
- the transition of declarations of performance exclusively to a digital format;
- an increase in the volume of data on environmental performance, resource use and the life cycle of products;
- simplifying access to information for consumers and improving market surveillance through digitalisation.
To minimise the burden on Ukrainian businesses, experts recommend a phased approach. The initial plan is to amend the current Law No. 850-IX, whilst simultaneously preparing new framework legislation and digital infrastructure. Ukraine already has the foundation for these changes: modules for the digital declarations required by the EU have been created within the Unified Electronic System for State Registration and Reporting (EDESSB).
Early preparation for the new requirements is crucial for opening Cluster 2 ‘Internal Market’ in the EU accession negotiations and for the future ‘industrial visa-free regime’ (the ACAA Agreement). Further consultations with businesses and manufacturers are currently planned to develop a coordinated transition model.
As reported by the GMK Center, the volume of construction work carried out in Ukraine in January–March 2026 fell by 4.7% compared with the same period last year, amounting to 40.2 billion UAH.
