Approximately 50% of imports are flat-rolled products with coating
During January–November 2025, 1.01 million tons of flat rolled steel were supplied to the Ukrainian market, which is 13.4% more than in the same period of 2024. This is evidenced by GMK Center calculations based on data from the State Customs Service.
Approximately 50% of imports were coated flat products (HS code 7210) – 501.28 thousand tons, which is 17.6% more than in the same period last year. The main suppliers of products during the period were Turkey – 270.58 thousand tons, Poland – 56.08 thousand tons, and Slovakia – 48.03 thousand tons.
Another 31.2% of supplies, or 317.22 thousand tons (+3.2% y-o-y), accounted for flat hot-rolled products (HS code 7208). The main source of supplies of these products is Turkey – 249.88 thousand tons. Another 39.68 thousand tons were imported from China and 6.43 thousand tons from Italy.
In January-November, 100.39 thousand tons of flat cold-rolled products (HS code 7209) were imported, which is 34.3% more y/y. Turkey supplied 70.36 thousand tons of such products, China – 24.78 thousand tons, and Slovakia – 4.31 thousand tons.
In November, Ukrainian consumers imported 87.12 thousand tons of flat rolled products, which is 20.5% more year-on-year and 9.3% less month-on-month. Supplies of coated flat-rolled products amounted to 44.78 thousand tons (+22.9% y/y; -4.9% m/m), hot-rolled flat-rolled products – 18.44 thousand tons (-24.2% y/y; -49.4% m/m), and cold-rolled flat products – 16.1 thousand tons (+285% y/y; +223% m/m).
Expenditures on flat rolled steel imports in January–November increased by 6.5% y/y – to $1.059 billion, while in November they increased by 1.9% y-o-y and decreased by 8.1% m/m – to $85.53 million.

It should be noted that, according to the results of 2024, 983.49 thousand tons of flat rolled steel were supplied to the Ukrainian market, which exceeds the 2023 figure by 8.3%.
Approximately half of the imports were coated flat products – 468.61 thousand tons (+7% y-o-y). Another 34.7% of supplies, or 341.21 thousand tons (+8.7% y-o-y), accounted for hot-rolled flat products, and 79.31 thousand tons (-0.9% y-o-y) for cold-rolled flat products.
Flat steel import costs increased by 5% y-o-y to $1.08 billion in 2024.
