Ukraine has initiated an anti-dumping investigation into imports of welded pipes from Turkey

The complaint was filed on behalf of a group of Ukrainian producers

Ukraine has launched an anti-dumping investigation into imports of steel welded non-galvanized pipes originating in Turkey. This is stated in a report by the law firm Sayenko Kharenko.

The decision to launch the investigation was made by the Interdepartmental Commission on International Trade (ICIT) following consideration of a complaint filed on behalf of a group of Ukrainian manufacturers.

According to the ICIT statement published in the Government Courier, the applicants were PJSC Mariupol Iorn and Steel Plant named after Ilyich, LLC DMZ Kominmet, PJSC Pipe Plant Tubostal, LLC Metinvest-SMZ, and PJSC Zaporizhstal.

Based on the results of its review, the Commission found, in particular, that the complaint contained sufficient evidence to suggest that imports into Ukraine of steel welded pipes originating in the Republic of Turkey could have been made at dumped prices, and that the level of the dumping margin could not be considered minimal, and the volume of imports insignificant.

In particular, according to the complaint, during the period under review (2021–Q1 2025), imports of welded steel pipes from Turkey to Ukraine increased by more than 400%, while consumption and production of similar products in Ukraine increased by 348% and 692%, respectively. At the same time, the average prices of these imports were lower than the cost of similar goods produced by domestic manufacturers. According to the applicants, this trend led to a deterioration in the performance of domestic manufacturers, in particular in terms of production volumes, domestic sales, and capacity utilization.

By a decision of the ICIT dated January 26 of this year, an anti-dumping investigation was initiated into imports into Ukraine of steel welded non-galvanized (black) pipes classified under UKT ZED codes 7306 30 49 90, 7306 30 77 90, 7306 30 80 90, 7306 30 12 00, 7306 61 92 00, 7306 61 99 00, originating in Turkey.

The Ministry of Economy has been tasked with conducting an anti-dumping investigation. Registration of parties will last for 30 days from the date of publication of the notice, and written comments will be accepted for 60 days. The commission’s decision will take effect on the date of its official publication.

It should be recalled that in December last year, the ICIT began reviewing anti-dumping measures on imports into Ukraine of seamless stainless steel pipes originating in China due to the expiry of their period of application.
