Ukraine has extended anti-dumping measures on imports of seamless pipes from China

The Interdepartmental Commission on International Trade (ICIT) has extended the anti-dumping measures on imports into Ukraine of seamless hot-rolled steel pipes originating in the People’s Republic of China for another five years. This is stated in a report by “Uryadovy Courier,”

The decision took effect on the date of publication of the notice—May 26 of this year.

A review of the anti-dumping measures on imports into Ukraine of seamless hot-rolled steel pipes originating from China, due to the expiration of their term of application, was initiated at the request of Interpipe Niko-Tube LLC.

The investigation period is 2022–Q1 2025, and the review period is Q2 2024–Q1 2025.

The product under review is classified under the Ukrainian Classification of Goods for Foreign Economic Activity (UKT ZED) under codes 7304 19, 7304 23 00 00, 7304 29, 7304 39, and 7304 59.

Based on the results of the review, the commission, in particular, established that the application of anti-dumping measures on imports of these pipes from China into Ukraine has partially eliminated the injury caused to the domestic producer by dumped imports.

However, the situation of exporters and economic conditions are such that the possibility of new forms of dumping and the infliction of injury cannot be ruled out should these measures be terminated.

The Ministry of Economic Development and Trade decided to extend the anti-dumping measures on imports into Ukraine of seamless hot-rolled steel pipes originating in China for a period of five years.

For most producers/exporters from China, the final anti-dumping duty rate will remain at 51.52%; a zero rate has been set for certain types of casing pipes.

As a reminder, the Ministry of Economic Development and Trade has launched an anti-dumping investigation into imports into Ukraine of coated carbon steel flat products originating from Turkey, Vietnam, South Korea, and India.
