Ukraine confirms anti-dumping duties on steel fasteners from China

Ukraine has confirmed its final anti-dumping measures against imports of steel fasteners originating in China. This is stated in the message of the Interdepartmental Commission on International Trade (ICIT), published in the newspaper of the Cabinet of Ministers Uryadovyi Courier.

The Commission has amended its decision of September 21, 2020 (No. AD-465/2020/4411-03), setting the following rates of the final anti-dumping duty on the relevant products

  • for Haining Hisener Trade in relation to the export of goods produced by Hisener Industrial – 32.47%;
  • for the manufacturer-exporter Ningbo Jinding Fastening Piece – 38.37%;
  • for other manufacturers and exporters – 67.4%.

The Commission’s decision will come into force on the date of publication of the notification, April 17 this year.

The matter concerns ferrous steel products with threads, namely: screws, bolts and nuts originating in the PRC, classified under codes 7318 15 69 90, 7318 15 81 90, 7318 15 89 90, 7318 15 90 90, 7318 16 91 90, 7318 16 99 90 according to the Ukrainian Classification of Goods for Foreign Economic Activity. In 2020, Ukraine imposed duties of 32.5-67.4%, depending on the manufacturer, on steel fasteners from China. The anti-dumping investigation was launched in December 2019 and was completed ahead of schedule,

Last August, the ICIT imposed definitive anti-dumping measures on imports of steel wire originating in China to Ukraine. The definitive anti-dumping duties are applied for a period of 5 years at the rate of 32.6% of the customs value of the goods.
