The US finally extended anti-dumping duties on rebar from Ukraine

The US has extended anti-dumping duties on rebar from Ukraine and six other countries. This is stated in the report of the US International Trade Commission (ITC).

The ITC ruled that the anti-dumping duties on rebar imports from seven countries – Belarus, China, Indonesia, Latvia, Moldova, Poland and Ukraine – should not be lifted as it is likely to result in continued or recurring material injury to the United States industry for the foreseeable future.

The latest decision is the result of the fourth round of a five-year review. The Commission initiated these reviews on November 1, 2023, and determined on February 5, 2024 that it would conduct a full review. The ITC completed these actions and submitted its decisions on the reviews on December 10.

It is worth noting that after the previous review in 2018, the US Department of Commerce set the average dumping margin at

  • 114.53% for Belarus
  • 133% for China,
  • 71.01% for Indonesia,
  • 16.99% for Latvia,
  • 232.86% for Moldova,
  • 52.07% for Poland,
  • 41.69% for Ukraine.

As GMK Center reported earlier, trade restrictions in the US are the most painful for Ukrainian steelmakers. A total of 33 trade restrictions in 11 countries and economic blocs are in place against Ukrainian steel products. In particular, the United States continues to apply 7 anti-dumping measures covering all product groups. In addition to rebar, the anti-dumping duties apply to wire rod (34.98% – 44.03%), oil and gas pipes (23.75%), hot-rolled coils (90.33%), and hot-rolled plates (81.4% – 237.9%).
