India has launched an anti-dumping investigation into hot-rolled steel from three countries

India has launched an anti-dumping investigation into hot-rolled flat steel products originating in or exported from China, Japan and the Russian Federation. This is stated in a notice issued by the Directorate General of Trade Remedies (DGTR).

The investigation was initiated following a complaint by local producers – JSW Steel, JSW Vijaynagar Metallics Limited and Jindal Steel Odisha – and was supported by Tata Steel Limited and SAIL. The companies claimed that imports from these three countries at dumped prices are causing harm to the Indian industry.

The investigation covers hot-rolled flat products of alloy or non-alloy steel with a thickness of up to 25 mm and a width of up to 2,100 mm, falling under customs codes 7208, 7211, 7225 and 7226. It does not cover hot-rolled flat products made of stainless steel.

According to the DGTR, the applicants have proposed an investigation period running from January to December 2025. However, the department will also examine the injury suffered by the Indian industry during the financial years 2022/2023, 2023/2024 and 2024/2025.

It should be noted that India will continue to monitor steel imports for at least another two months before considering whether further measures are needed to restrict the flow of supplies, primarily from China.

In May this year, the country once again became a net importer of steel products. Imports of rolled steel from abroad for the period reached 0.69 million tonnes (+62.5% year-on-year), whilst exports stood at 0.5 million tonnes.
