Export revenues increased by 3.9% y/y
In 2025, Ukrainian steel companies increased exports of flat rolled products by 11.2% compared to 2024, to 1.82 million tons. This is evidenced by GMK Center calculations based on data from the State Customs Service.
More than 82% of exports were flat hot-rolled products (HS 7208) – 1.51 million tons, up 10.5% year-on-year. The main consumers of products during the period were Poland – 602.76 thousand tons, Bulgaria – 425.06 thousand tons, and Italy – 109.78 thousand tons.
Another 13.4% of shipments, or 243.7 thousand tons (+20.8% year-on-year), accounted for flat cold-rolled products (HS 7209). The main consumer of this product is Poland – 96.35 thousand tons. 35.73 thousand tons were exported to Bulgaria and 26.4 thousand tons to Italy.
During this period, 65.51 thousand tons of coated flat-rolled products (HS 7210) were also exported, which is 16.9% more y/y. Poland received 44.3 thousand tons of these products, Romania received 11.72 thousand tons, and the Czech Republic received 1.1 thousand tons.
In December, Ukrainian steelmakers exported 179.86 thousand tons of flat rolled products, which is 49% more year-on-year and 6.6% more month-on-month. Shipments of hot-rolled flat products amounted to 151.19 thousand tons (+52.6% y/y; +3.6% m/m), cold-rolled flat products – 22.61 thousand tons (+39.8% y/y; +53.5% m/m), coated flat products – 5.91 thousand tons (+9% y/y; -17.7% m/m).
In Q4 2025, the figure reached 526.6 thousand tons, which is 55.5% more than in the same period of 2024 and 23.7% more than in the previous quarter. Quarterly volumes are the highest since the start of the full-scale invasion.
Revenue from flat steel exports for the year increased by 3.9% y/y – to $1.05 billion, in December it increased by 63.7% y/y and 15.2% m/m – to $113.27 million, and in Q4, it grew by 3.5% y/y but fell by 7.8% q/q – to $256.45 million.

As reported by GMK Center, in 2024 Ukraine increased its exports of flat rolled steel by 36.1% compared to 2023, to 1.63 million tons. More than 80% of supplies were flat hot-rolled products – 1.363 million tons (+44.7% y-o-y), another 12% or 201.71 thousand tons (+0.7% y-o-y) were flat cold-rolled products.
