A decline was recorded in the residential and non-residential segments, while civil engineering construction increased
The index of completed construction work in Ukraine for January–February 2026 fell by 1.8% compared to the same period in 2025. This is according to data from the State Statistics Service.
The negative trend was driven by a decline in the building segment, while civil engineering remained in positive territory. Specifically, in residential construction, the volume of work over the two months decreased by 11.5% year-on-year, and in non-residential construction, by 9.5% year-on-year. Overall, building construction decreased by 10.2% year-on-year. At the same time, civil engineering structures showed growth of 8.5% year-on-year, which partially offset the sector’s overall decline.
In monetary terms, the volume of construction output for January–February amounted to UAH 23.04 billion. Of this amount, UAH 11.41 billion was accounted for by buildings, specifically UAH 3.62 billion for residential and UAH 7.79 billion for non-residential. The volume of work in the civil engineering segment reached UAH 11.63 billion.
By type of construction, 50.6% was new construction, 27.2% was repair (major and routine), and 22.2% was reconstruction and other.
In February 2026, construction activity in Ukraine declined by 8.4% year-on-year and by 1.5% month-on-month. Specifically, building construction fell by 17.3% year-on-year and by 3.7% month-on-month. In the residential segment, the decline was 15.9% year-on-year and 1.2% month-on-month; in the non-residential segment, it was 18% year-on-year and 4.8% month-on-month. In contrast, civil engineering structures rose by 2.7% year-on-year and by 0.7% compared to January.

As reported by GMK Center, the index of completed construction work in Ukraine rose by 12% in 2025 compared to 2024. Non-residential construction saw significant growth—27.4% year-on-year. Residential construction grew by 13.6% year-on-year, while the civil engineering segment saw growth of 3.6% year-on-year.
