Hot-rolled flat products account for more than 80% of shipments
In January-September 2025, Ukrainian steel companies reduced exports of flat rolled products by 0.4% compared to the same period in 2024, to 1.291 million tons. This is evidenced by GMK Center calculations based on data from the State Customs Service.
More than 80% of exports are flat hot-rolled products (HS code 7208) – 1.07 million tons, which is 2.9% less year-on-year. The main consumers of products during the period were Poland (429,010 tons), Bulgaria (289,170 tons), and Italy (70,320 tons).
Another 13.4% of shipments, or 173.05 thousand tons (+16.2% y/y), accounted for flat cold-rolled products (HS code 7209). The key consumer of these products is Poland – 72.79 thousand tons. Another 26.12 thousand tons were exported to Bulgaria, and 20.47 thousand tons to Italy.
During the period, 47.47 thousand tons of coated flat rolled products (HS code 7210) were exported, which is 22.3% more y/y. Poland received 30.97 thousand tons of such products, Romania – 10.44 thousand tons, and the Czech Republic – 0.95 thousand tons.
During the third quarter, exports of these products from Ukraine amounted to 425.87 thousand tons, which is 8.2% less than in the same period of 2024 and 1.5% less than in the previous quarter. This is the lowest figure since the beginning of the year.
In September, Ukrainian steelmakers exported 190.12 thousand tons of flat rolled products, which is 6.3% more year-on-year and 46.8% more month-on-month. Shipments of hot-rolled flat products amounted to 157.78 thousand tons (+3.9% y/y; +52.3% m/m), cold-rolled flat products – 25.36 thousand tons (+43.9% y/y; +37.9% m/m), coated flat products – 6.78 thousand tons (+23.4% y/y; -8.7% m/m).
Revenue from flat steel exports in January-September decreased by 9.1% y/y – to $732.33 million, and in September by 11.6% y/y, but increased by 40.8% m/m – to $102.33 million.

As reported by GMK Center, in 2024 Ukraine increased its exports of flat rolled steel by 36.1% compared to 2023, to 1.63 million tons. More than 80% of supplies were flat hot-rolled products – 1.363 million tons (+44.7% y/y). Another 12% or 201.71 thousand tons (+0.7% y/y) were flat cold-rolled products.
