The European Commission has published the procedure for authorization of CBAM declarants

Applications will be accepted on March 28

The European Commission (EC) has officially published the rules for authorization of declarants of the Cross-border Carbon Adjustment Mechanism (CBAM) in accordance with the implementing regulation.

Importers must submit an application to be able to supply goods covered by the mechanism to the EU customs territory.

According to the document, the application process for importers to become an authorized CBAM declarant will open on March 28, 2025, in parallel with the development of the IT system for the register, so that the latter is fully operational by January 1, 2026.

The competent authority (national authorities) to which the application is submitted must make a decision on it within a reasonable time, which should not exceed 120 calendar days.

As noted, applicants must submit their documents completely and accurately. Additional information may be requested during the process, in which case the competent authority should be able to extend the deadline for consideration of the application for a reasonable period. If the application is rejected, the applicant has the right to appeal.

The procedures for applying for the status of an authorized declarant are carried out through the CBAM register in electronic format.

According to an updated estimate by GMK Center, Ukraine may lose $7.2 billion in GDP by 2030 as a result of the CBAM. Export losses over the same period may amount to $4.7 billion, including $3.3 billion of steel products.
