Ukroboronprom developed a Shipbuilding Development Strategy until 2030

At a meeting of the working group on shipbuilding development, Ukroboronprom state concern drafted a Shipbuilding Development Strategy of Ukraine until 2030, according to USM.Media.

On 15 July, the draft Strategy was forwarded to shipbuilding companies for examination and discussion.

One of the main ideas that Ukroboronprom plans to implement is the creation of a shipbuilding cluster in the south of Ukraine. In addition, the concept of development of Mykolaiv shipyard is under way.

The draft Strategy also includes proposals on the following issues:

  • prospects for the application of the mechanism of the Black Sea shipbuilding and repair special economic zone, taking into account the previous positive experience and relevant multipliers;
  • minimum quota mechanism for cargo transshipment in national ports from and on Ukraine-made vessels or ship repair services which can be incorporated into the Black Sea shipbuilding and repair special economic zone;
  • ban on recovery of property surrendered for defense procurement purposes;
  • ban on freezing funds received as a down payment or loan proceeds meant to cover ship building/repair orders;
  • partial compensation by the government of interests on loans in the national currency in case of purchase of Ukraine-made devices and equipment for ship building and repair works;
  • promising product line of non-core shipbuilding products.

As GMK Center reported earlier, in 2020, 18 ships and one vessel were built at ten shipyard members of Ukrsudprom against 14 in 2019. In addition, three barges were built at shipyards that are not members of Ukrsudprom.

In January–June 2021, Ukroboronprom state concern increased production by 19.5% to ₴16.6 billion compared to January–June 2020. The final result was 5% up from the planned level.
