Ukrainian Railways announced a framework tender for the purchase of 15.5 thousand tons of rolled steel

On July 7, 2025, Ukrainian Railways (UZ) announced a framework tender on the Prozorro platform for the purchase of 15,500 tons of rolled metal with a total starting price of UAH 573.11 million.

«In order to ensure a stable supply of materials for the repair of rolling stock at market prices, Ukrzaliznytsia announced its intention to conclude a framework agreement in the Prozorro system. This was preceded by preparatory work involving customers and suppliers. At the end of May, a round table was held to discuss the details and schedule of the procedure: nomenclature, volumes, technical requirements for products, as well as a draft agreement with terms of payment and delivery,» the railway operator notes.

Up to 10 suppliers can be involved, which opens up the possibility for broad competition. Applications will be accepted until 10:00 a.m. on August 7, 2025. The framework agreement will remain in effect until the end of 2026.

The list of products to be purchased includes sheet steel. The largest volumes are for:

  • B-PNNO-4x1500x12000 sheet/S355J2+N steel – 3.35 thousand tons;
  • B-PNO-4x1500x6000 sheet/355-09G2S-15 steel – 1.98 thousand tons;
  • B-PNO-4x1500x6000 sheet/St3sp1 – 1.21 thousand tons;
  • sheet B-PNO-12x1500x12000/steel S355J2+N – 1.07 thousand tons.

«The framework agreement mechanism was chosen for this purchase. It allows us to quickly select suppliers based on the specific needs of a given month at the most favorable market conditions, without creating excess inventory and minimizing risks for both parties. After signing the agreement, Ukrzaliznytsia plans to conduct regular selections among participants (1-2 times per quarter) based on the needs of a specific period. This will allow us to finally abandon the mechanism of “orders” in long-term contracts and at the same time have a stable guaranteed supply,» adds UZ.

If the first framework agreement is successfully implemented, Ukrainian Railways plans to expand the use of this instrument to other product groups.

As GMK Center reported earlier, in January 2025, Ukrainian Railways signed two agreements for the supply of 32,000 tons of rails from China. For the first time since 2021, the company conducted a successful competitive procurement of rails through open tenders in the Prozorro system.
