Ukraine strengthens anti-dumping measures to protect its steel market

Ukraine is extending anti-dumping measures on imports of steel rods from Belarus and Moldova for another five years. This decision was made by the renewed Interdepartmental Commission on International Trade (ICIT), according to a Facebook post by Minister of Economy, Environment, and Agriculture Oleksiy Sobolev.

He noted that this decision is critical for the stable operation of national production, especially in the current difficult conditions.

Oleksiy Sobolev also reported that a channel through which Chinese metal products were entering Ukraine under the guise of Malaysian products, avoiding customs duties, had been identified and blocked.

“The investigation proved the facts of forgery of certificates of origin. So now the anti-dumping duties that were in force against China will also apply to imports from Malaysia,” the minister said.

The Ministry of Trade and Economic Development also responded to complaints from the largest Ukrainian metallurgical producers and is launching an anti-dumping investigation into imports of steel pipes from Turkey and imports of irrigation systems from a number of countries.

“The development of trade partnerships with other countries is important to us. However, protecting the domestic market is a matter of preserving national producers, jobs, and, in general, the survival of the economy,” Sobolev said.

The minister added that Ukraine is acting in accordance with clear WTO procedures and exclusively in the national interest in all anti-dumping measures.

As reported by GMK Center, in December 2025, the Interdepartmental Commission on International Trade decided to initiate a review of anti-dumping measures on imports into Ukraine of seamless stainless steel pipes originating in China due to the expiration of their term of application.
