Ukraine reconsiders duties on Chinese seamless pipes

The Interdepartmental Commission on International Trade (ICIT) has started a review of anti-dumping measures against imports of seamless hot-rolled steel pipes from China to Ukraine due to the expiration of their validity. The decision was made on May 21, 2025, under No. AD-581/2025/441-01, Uryadovy Courier reports.

The review procedure was initiated at the request of the Ukrainian pipe manufacturer Interpipe Niko Tube LLC. According to the Ministry of Economy of Ukraine, the request contains sufficient evidence that the termination of the current measures may lead to the resumption of dumping and damage to the domestic industry.

Until the review by the Ministry of Economy is completed, the anti-dumping duties imposed in 2020 have been extended. In particular, the voluntary price commitments of the Chinese manufacturer DP-Master Manufacturing Co., Ltd. adopted in 2023 are also in force.

The Ministry of Economy accepts documents from interested parties within 30 days from the date of publication of the notification. Legal entities and individuals may submit an application for participation in the review and provide information confirming their interest and position on the subject matter of the review.

As GMK Center reported earlier, on 21 May 2025, the ICIT decided to extend anti-dumping duties on imports of rolled steel products with anti-corrosion coating originating from the Russian Federation and China, as well as cement from Moldova, the Russian Federation and Belarus for another 5 years.
