Ukraine plans to build 16 new IACs by 2030

Ukraine plans to build 16 international automobile checkpoints (IACs) on its border with the EU by 2030. This was reported by Interfax-Ukraine with reference to the operational plan of the Strategy for the Development of Border Infrastructure with the EU and the Republic of Moldova by the specified date.

In particular, in 2025, funding will be allocated for the Solomonovo checkpoint in Zakarpattia region – UAH 8 million out of the total required UAH 798.3 million. Next year, the project will receive UAH 180 million, in 2027 – UAH 410 million, and in 2028 – UAH 200 million from international technical assistance and the state budget.

The construction of the Velyka Palad automobile checkpoint is also planned in Zakarpattia region. Last year, UAH 1.45 million was allocated out of the UAH 386.01 million required for the construction of the checkpoint and its service area. In 2025, UAH 382.56 million will be allocated from the state budget and international technical assistance.

UAH 60 million out of the required UAH 120 million in 2025 will be allocated from the state budget for the construction of Vashkivtsi in Chernivtsi region. The remaining amount will be financed in 2026.

In addition, this year the construction project for the Bronnytsia-Ungur BCP in Vinnytsia region will receive funding. The state budget will allocate UAH 50 million out of the required UAH 62.1 million. In 2024, UAH 2.1 million was allocated for the project.

The construction of the Vynohradivka BCP in Odesa region will continue: in 2025, UAH 3.1 million of the UAH 119.4 million required for the project should be allocated, in 2026 – UAH 59.4 million, and in 2027 – UAH 55.32 million. In 2024, the project received funding of UAH 1.5 million.

The plan also provides for the start of funding for a number of projects and the start of construction of the BCP in 2026. The implementation of projects launched in 2024 will also continue.

As of May 1, 2024, the passage of persons and vehicles across the state border to/from Ukraine is carried out at 41 checkpoints for road traffic (Poland – 8 checkpoints, Slovakia – 2, Hungary – 5, Romania – 5, Moldova – 21). Also, as of the end of July last year, 16 checkpoints for railroad traffic were operating.

As GMK Center reported earlier, in the fall of 2024, Ukraine and the EU began modernizing the Luzhanka-Beregsurany international automobile checkpoint on the border with Hungary. The reconstruction was launched under the Connecting Europe Facility (CEF) program. The project is funded by an EU grant and a loan from the European Investment Bank, with a total budget of €11.6 million (each party provides half of the amount).
