About 50% of imports are coated flat rolled products
In January-July 2025, 644.98 thousand tons of flat rolled steel were supplied to the Ukrainian market, which is 14.2% more than in the same period of 2024. This is evidenced by GMK Center calculations based on data from the State Customs Service.
About 50% of imports are coated flat products (HS code 7210) – 309.96 thousand tons, which is 13.9% more than in the same period last year. The main suppliers of products during the period were Turkey – 162.33 thousand tons, Poland – 34.93 thousand tons, and Slovakia – 32.68 thousand tons.
Another 33% of supplies, or 211.11 thousand tons (+8.7% y-o-y), accounted for flat hot-rolled products (HS code 7208). The key source of supplies of these products is Turkey – 164.07 thousand tons. Another 26.85 thousand tons were imported from China, and 4.97 thousand tons from Italy.
In January-July, 59.83 thousand tons of flat cold-rolled products (HS code 7209) were imported, which is 40.3% more y/y. Turkey imported 44.57 thousand tons of the corresponding products, China – 11.79 thousand tons, and Slovakia – 2.81 thousand tons.
In July, Ukrainian consumers imported 90.93 thousand tons of flat rolled products, which is 0.4% more year-on-year and 8.5% less month-on-month. Shipments of coated flat-rolled products amounted to 46.69 thousand tons (-1.4% y-o-y; -29.7% m-o-m), hot-rolled flat-rolled products – 28.18 thousand tons (-12.1% y/y; +65.1% m/m), and cold-rolled flat products – 7 thousand tons (+84.7% y/y; +26.7% m/m).
Imports of flat rolled products increased by 10% y-o-y to $685.43 million in January-July, while in July they decreased by 2.6% y-o-y and 10.6% m-o-m to $97.51 million.

It should be noted that in 2024, 983.49 thousand tons of flat rolled steel were supplied to the Ukrainian market, which is 8.3% more than in 2023.
About half of the imports were coated flat products – 468.61 thousand tons (+7% y/y). Another 34.7% of supplies, or 341.21 thousand tons (+8.7% y/y), accounted for hot-rolled flat products, and 79.31 thousand tons (-0.9% y/y) for cold-rolled flat products.
The cost of flat steel imports in 2024 increased by 5% y-o-y – to $1.08 billion.
