On March 10, the ICIT considered the protection of the domestic market, also adopting a decision on welding equipment and existing measures

On March 10, 2026, the Interdepartmental Commission on International Trade (ICIT) launched an anti-dumping investigation into imports of steel bars and angles originating in Turkey to Ukraine. This decision was one of the key outcomes of the commission’s regular meeting dedicated to protecting the domestic market from unfair imports.

The Ministry of Economy notes that anti-dumping procedures provide the state with a tool to respond in cases where imported products enter the Ukrainian market at artificially low prices and create risks for domestic producers. At the same time, such decisions are made exclusively on the basis of detailed economic analysis and in accordance with international trade rules.

As emphasized by Vitaliy Kindrativ, Deputy Minister of Economy, Environment, and Agriculture of Ukraine, the recommendations on the introduction of duties are based on the proof of four legal facts: the existence of dumping, significant damage to the producer, a causal link, and consideration of the national interest.

As of early March 2026, the Ministry of Economy has already implemented 29 trade protection measures designed to support domestic producers, jobs, and the country’s economic stability. The ministry emphasizes that these mechanisms are being implemented within the framework of WTO procedures, which should ensure predictability for businesses and investors.

In addition to the investigation into Turkish steel bars and angles, following the meeting, the ICIT also launched an anti-dumping investigation into welding equipment from China, extended protective measures on aerated concrete blocks from Belarus and ferrous metal products without electrical insulation from China, and extended the investigation into imports of cable and wire products from a number of countries.

As a reminder, the ICIT previously decided to initiate a review of anti-dumping measures on imports into Ukraine of seamless stainless steel pipes originating in China due to the expiry of their application. The relevant decision No. AD-588/2025/441-01 was adopted on December 19, 2025.
