Ukraine approves National Energy and Climate Plan

On June 25, 2024, the Ukrainian government approved the National Energy and Climate Plan (NECP) for the period up to 2030. This is stated in the message of the Ministry of Economy.

The NECP is a strategic document aimed at harmonizing environmental, energy and economic policies for the sustainable development of Ukraine.

The National Plan was developed in accordance with the requirements of Regulation (EU) 2018/1999 and taking into account the best practices of the EU member states, as part of its obligations as a contracting party to the Energy Community and in the process of gaining EU membership.

According to First Vice Prime Minister and Minister of Economy Yulia Svyrydenko, the creation of this document is an important part of the European integration process. According to her, the National Plan was prepared in record time – less than a year. The investment needs total $41.5 billion.

«Its implementation will not only contribute to the decarbonization of our country’s economy, but will also open significant opportunities for attracting resources to implement the plan,» Svyridenko explained.

Among the main goals of NECP, in particular:

  • reduction of greenhouse gas emissions by 65% ​​compared to the level of 1990;
  • achieving a 27% share of renewable energy sources in total final energy consumption;
  • deepening the diversification of sources and ways of supplying energy resources – no more than 30% from one supplier;
  • primary energy consumption no more than 72.224 million tons of oil equivalent (n.e.), final energy consumption 42.168 million tons n.e.

The Director of the Secretariat of the Energy Community Artur Lorkovsky emphasized that Ukraine’s timely adoption of NECP is an important step to ensure understanding of the government’s priorities in energy and climate policy for citizens and stakeholders in the country.

«This document will serve as a plan for the green reconstruction and restoration of Ukraine, stimulating assistance from the international community. Now attention must be focused on the implementation of planned policies and measures in accordance with the requirements of the Ukraine Facility and the legislation of the Energy Community,» he noted.

According to the Ministry of Economy, more than 1,500 representatives of various sectors and stakeholders, including the government of Ukraine, parliament, European partners, civil society, the public sector, local communities, and representatives of neighboring countries, took part in the discussions on the NECP project.

As GMK Center reported earlier, the Cabinet of Ministers of Ukraine has recently approved the procedure for using the funds of the State Fund for Decarbonization and Energy Efficiency Transformation. The budgetary funds accumulated in the fund will be used in several areas.
