The NEURC has increased Ukrenergo’s electricity transmission tariff with effect from 1 August

The National Commission for State Regulation of Energy and Public Utilities (NKREKP) decided at its meeting on 28 July to revise the tariff charged by NEC Ukrenergo for electricity transmission services. The new tariffs will come into force on 1 August. This was reported by the specialist publication ExPro.

For most users of the transmission system, the tariff has been set at 928.45 UAH/MWh (excluding VAT), which is approximately 25% higher than the current rate.

For green electrometallurgy enterprises, the tariff will be 563.26 UAH/MWh (excluding VAT), which is almost 49% higher than the previous rate.

The new tariff includes a component relating to the fulfilment of special obligations (PSO) to support the production of ‘green’ electricity — this amounts to 365.19 UAH/MWh. The total cost of PSOs within the tariff amounts to 32.5 billion UAH, and nearly 19.7 billion UAH of this sum is allocated to support producers of electricity from renewable sources (excluding private households).

The tariff could only be revised after a legislative conflict had been resolved, which concerned the inclusion of PSO costs in the electricity transmission tariff. These changes were enshrined in the law on supporting the development of efficient and sustainable district heating, which had previously been signed by the Head of State.

Due to the aforementioned conflict, the Regulator was unable to introduce the new tariff from 1 July 2026, despite the fact that the relevant draft decision had been approved back in May. It was only after the law came into force that the NEURC was able to approve the new tariff with effect from 1 August.

The constant rise in energy tariffs has a significant impact on production costs. Ukrainian businesses are strongly opposed to the constant and unjustified increase in the financial burden, which renders their products uncompetitive in foreign markets.

Industry associations proposed that the NEURC review Ukrenergo’s cost structure in order to maintain the current tariff level, as well as to partially offset the increase in financial costs through international funding and state support, rather than solely via the tariff.

It should be recalled that on 30 June, the NEURC approved an increase in Ukrenergo’s tariff for operational and dispatch management services. From 1 July this year, it rose by 7.8% – to 118.64 UAH/MWh (excluding VAT).
