The Eurasian Union lifted restrictions on imports of Ukraine-made railway wheels

On 22 January, the Eurasian Economic Commission (EEC) canceled the 34.22% anti-dumping duty on imports of Ukraine-made wrought wheels, according to a post on the EEC’s website.

“In accordance with the law of the EAEU (Eurasian Economic Union), manufacturers still have the opportunity to apply to the EEC for protection if new facts of dumping on the part of foreign suppliers are identified. In this case, the EEC will take all necessary action,” the post reads.

The EEC imposed an anti-dumping duty on Ukraine-made railway wheels in January 2016 for a 5-year period. Initially, the duty rate was 4.75% of the customs value, but in 2018 it rose to 34.22% due to a toughened anti-dumping policy.

The EEC suspended the safeguard measure from 25 August 2019 to 1 June 2020 to prevent a shortage of railway wheels in the EAEU markets due to a surge in demand.

Early in July 2020, the Eurasian Economic Commission (EEC) decided to re-impose the anti-dumping duty on Ukraine-made railway wheels. According to the Commission, market demand has stabilized after 2019.

Interpipe is the only manufacturer of wrought wheels in Ukraine. Its sales of railway products, including railway wheels, to the CIS markets in 2020 decreased by 10% to 84 thousand tons against 2019. The reason was, among other things, the re-imposed anti-dumping duty on exports of Ukraine-made wheels to the Customs Union.
