The Cabinet of Ministers imposed a ban on the coking coal export

On September 7, 2022, the Cabinet of Ministers of Ukraine adopted the resolution about amendments to appendix 1 to resolution No. 1424 of the Cabinet of Ministers of Ukraine dated December 29, 2021. The document bans the export of coking coal. The Ukrainian Ministry of Energy reports about it on its Facebook page.

This decision was made to ensure heating season, in particular, the accumulation of sufficient fuel reserves for thermal generation.

The ban will also help prevent abuse and manipulation of the coal quality, which could be used for thermal generation during the heating season, but coal is sent for export instead.

According to state standards, coking coal can be used as part of fuel mixtures for TPPs (thermal power plants), CHPs (combined heat and power plants) and boiler houses.

“Thus, coking coal can be considered as a component of the fuel balance for thermal generation in preparation for the autumn-winter period of 2022/2023,” the Ministry of Energy summarizes.

In January-July 2022, Ukraine imported 314.8 thousand tons of coke and semi-coke, which is 18% more than in 2021. Export of coke during this period amounted to 3.7 thousand tons, while last year it was 155.8 thousand tons.

As GMK Center reported earlier, in June 2022, the Cabinet of Ministers banned the export of natural gas, fuel oil, as well as coal, anthracite, briquettes, pellets of similar types of solid fuel obtained from hard coal, except for coking coal.

Also, in January-June 2022, Ukrainian coking plants (UCP) reduced the production of metallurgical coke by 57.2% compared to the same period in 2021, to 2.107 million tons. During this period, 2.62 million tons of coal concentrate were supplied to domestic UCPs. This is 1.35 million tons of Ukrainian production.
