Poland reduced steel production by 25% y/y in November

According to the results of November 2025, Polish metallurgical enterprises reduced steel production by 21.5% compared to the previous month, and by 25% year-on-year, to 550 thousand tons. Thus, the country fell to 22nd place in the global ranking of world steel producers World Steel.

In January-November, Polish metallurgists produced 6.64 million tons of steel, which is 1% more than in the same period of 2024.

The restart of the important Huta Częstochowa enterprise contributed to the recovery of steel production in Poland since the beginning of the year. Since February 3, the plant has been operating at full capacity after more than a year of downtime. At the same time, production volumes have been gradually slowing down since August, indicating continuing problems in the industry, including high energy prices, weak demand, and market oversaturation with imports.

In addition, in November, ArcelorMittal Poland announced the closure of the historic Huta Królewska plant in Chorzów, and in September, it temporarily shut down one of the two blast furnaces in Dąbrowa Górnicza due to the difficult market environment, without specifying a restart date.

The industry is demanding that the cost of electricity for energy-intensive industries be reduced to €50/MWh. Representatives of the sector emphasize that high electricity prices remain the main barrier to improving the market situation.

Overall, EU steelmakers reduced steel production by 3.5% y/y in November 2025 to 10.2 million tons, and by 3.3% y/y in January-November to 116.1 million tons.

Last year, Poland increased steel production by 10.1% compared to 2023, from 6.4 million tons to 7.1 million tons. The country ranked 25th in the World Steel global ranking of steel-producing countries (71).

The steel industry has moved away from the downward trend that had been ongoing since 2022, in particular:

• 2020 – 7.86 million tons;
• 2021 – 8.45 million tons;
• 2022 – 7.41 million tons;
• 2023 – 6.43 million tons.

There are six steel enterprises in Poland, including ArcelorMittal Warszawa (capacity of 0.75 million tons of steel per year), Celsa Huta Ostrowiec (0.9 million tons/year), Huta Czestochowa (0.84 million tons/year), CMC Zawiercie (1.7 million tons/year), ArcelorMittal Dąbrowa Górnicza (5 million tons/year), and Ferrostal Labedy Gliwice (0.5 million tons/year).
