The asset in Iași will serve as a production bridge between Ukraine and Europe and will receive raw materials from Zaporizhia
On December 16, 2025, Metinvest Group closed a deal to acquire the Romanian company ArcelorMittal Tubular Products Iași, located in the city of Iași. This was reported in a press release from the company.
The plant specializes in the production of welded structural pipes for construction, mechanical engineering, infrastructure, and the agricultural sector. Its maximum production capacity is 240,000 tons of products per year. The asset became Metinvest Group’s first production site in Romania.
Negotiations on the deal lasted several months. On November 24, 2025, Metinvest received approval from the European Commission in accordance with the EU Merger Regulation, and the next day, it received permission from Romania’s national competition authority as part of the foreign investment screening procedure.
«Even before the war, Metinvest began building bridges between the metallurgical industries of Ukraine and the EU. Therefore, the new plant is a unique opportunity for us to keep two enterprises busy at once – in Iasi and Zaporizhia. This is part of our contribution to post-war reconstruction. I am confident that the plant’s products will be in demand not only in the EU, but also during the restoration of Ukraine’s infrastructure and industry damaged by the war,» said Metinvest CEO Yuriy Ryzhenkov.
According to Olexander Myronenko, the group’s Chief Operating Officer, the key advantage of the asset is its proximity to Ukrainian metallurgical enterprises.
«Metinvest’s enterprises in Ukraine have historically produced large volumes of hot-rolled coils for both the domestic market and export. The asset’s location in Romania, just 600 km from Zaporizhia, allows us to supply up to 180,000 tonnes of hot-rolled coils produced by Zaporizhstal every year. This will provide the Romanian plant with regular orders and stable operation,» he added.
In 2026, Metinvest plans to integrate the Iasi plant into its own production and organizational chains. The plant is equipped with five pipe mills, two longitudinal cutting lines, and two coating lines. The group also announced that it would honor all existing employment contracts with the Romanian plant’s employees.
It should be noted that prior to this event, the company did not have separate pipe plants, and before the full-scale war, pipe products were manufactured at the Ilyich Steel Plant, which had workshops producing a wide range of electric-welded pipes. The new enterprise significantly expands the possibilities for pipe production directly in the EU.
In addition to Ukraine and Romania, Metinvest has assets in Italy, Bulgaria, the UK, and the US.
During January-September 2025, the company reduced steel production by 10% compared to the same period in 2024, to 1.45 million tons. Pig iron smelting decreased by 6% year-on-year to 1.28 million tonnes, while commercial product production increased by 4% year-on-year to 2.39 million tonnes.

Актив у Яссах стане виробничим мостом між Україною та Європою й отримуватиме сировину із Запоріжжя
Група «Метінвест» 16 грудня 2025 року закрила угоду з придбання румунського підприємства ArcelorMittal Tubular Products Iași, розташованого в місті Ясси. Про це йдеться у пресрелізі компанії.
Завод спеціалізується на виробництві зварних конструкційних труб для будівництва, машинобудування, інфраструктури та аграрного сектору. Його максимальна виробнича потужність становить 240 тис. т продукції на рік. Актив став першим виробничим майданчиком групи «Метінвест» у Румунії.
Перемовини щодо угоди тривали кілька місяців. 24 листопада 2025 року «Метінвест» отримав схвалення Європейської комісії відповідно до Регламенту ЄС про злиття, а наступного дня – дозвіл національного органу Румунії з питань конкуренції в межах процедури скринінгу іноземних інвестицій.
«Метінвест» ще до великої війни почав будувати міст між металургією України та ЄС. Тому новий завод для нас – це унікальна можливість завантажити роботою відразу два підприємства – в Яссах і Запоріжжі. Це частина нашого внеску у повоєнну відбудову. Я певен, що продукція заводу матиме попит не лише в ЄС, а буде затребувана й під час відновлення пошкодженої бойовими діями інфраструктури й промисловості України», – зазначив генеральний директор «Метінвесту» Юрій Риженков.
За словами операційного директора групи Олександра Мироненка, ключовою перевагою активу є його близькість до українських металургійних підприємств.
«Підприємства «Метінвесту» в Україні історично виготовляють великі обсяги гарячекатаного рулону, призначеного як для внутрішнього ринку, так і для експорту. Розташування активу в Румунії – лише за 600 км від Запоріжжя – дає нам змогу щороку постачати до 180 тис. т гарячекатаного рулону виробництва «Запоріжсталі». Це забезпечить румунському заводу регулярні замовлення та стабільну роботу», – додав він.
У 2026 році «Метінвест» планує інтегрувати підприємство в Яссах у власні виробничі та організаційні ланцюги. Завод оснащений п’ятьма трубними станами, двома лініями поздовжнього різання та двома лініями покриття. Група також заявила про дотримання всіх чинних трудових договорів із працівниками румунського підприємства.
Зазначимо, до цієї події компанія не мала окремих трубних заводів, а до повномасштабної війни трубна продукція випускалась на ММК ім. Ілліча, де були цехи електрозварних труб широкого асортименту. Нове підприємство суттєво розширює можливості з виробництва труб безпосередньо на території ЄС.
Загалом «Метінвест» володіє активами, окрім України та Румунії, в Італії, Болгарії, Великій Британії та США.
Протягом січня-вересня 2025 року компанія скоротила виробництво сталі на 10% порівняно з аналогічним періодом 2024 року – до 1,45 млн т. Виплавка чавуну за період знизилася на 6% р./р. – до 1,28 млн т, а виробництво товарної продукції – зріс на 4% р./р., до 2,39 млн т.
