FRU called for providing the possibility of 100% reservation for enterprises in the front-line territories

The Federation of Employers of Ukraine (FRU) called on the government to expand the list of enterprises that can book up to 100% of employees to companies located in front-line territories. This is stated in the message of the federation.

As noted, one of the definite priority issues for the FRU is the issue of balance between preserving Ukraine’s economic potential and ensuring its defense capability.

Currently, it is impossible to single out any region where there is no relationship between the economic activity of enterprises and the mobilization of the population. However, the FRU notes, the so-called «front-line territories» deserve special attention, which, in fact, play a peculiar role as a buffer between the war zone and conventionally peaceful life. Due to their location, they are a target for constant enemy shelling, and the population of settlements in such zones is constantly decreasing.

«At the same time, dozens of Ukrainian enterprises are located in these zones, which objectively cannot be relocated to any other place in Ukraine due to their global size and physically indestructible equipment and facilities. And these enterprises continue to work and pay taxes to the budgets of all levels of Ukraine, providing thousands of jobs and supporting not only employees and their family members, but also providing the regions of presence with socio-economic stability, and the Defense Forces of Ukraine with the necessary support and assistance,» the message says. .

Companies make every effort to keep employees at their workplaces, both in terms of safety and by increasing the level of financial support. They also support communities by helping to rebuild damaged infrastructure, among other things.

Replacing men with women in certain positions in a significant number of companies is extremely difficult due to the specifics of work, for example, in steel sector and the machine-building industry.

As FRU noted, the activities of enterprises in the front-line regions are approaching a critical limit every day, when companies will be forced to stop work due to the actual lack of personnel, and this is, without exaggeration, billions of revenues to the budgets of Ukraine.

According to the federation, one of the fundamental levers that will help preserve large-scale industrial production in front-line areas and preserve its contribution to the national economy is the expansion of the list of enterprises to which restrictions on the number of conscripts subject to booking by enterprises located in front-line areas do not apply territories recognized as territories where hostilities are (were) taking place.

The Federation of Employers of Ukraine called on the Ministry of Economy to initiate a review of the relevant provisions of the reservation procedure for conscripts during martial law. The FRU is ready to take part in conciliation consultations and expert discussion in order to make relevant changes as soon as possible.

As GMK Center reporte earlier, the lack of personnel is becoming the main problem for Ukrainian business. Conscription and migration have cut the labor force by more than a quarter, according to a Bloomberg article. For the authorities, it becomes a puzzle to find a balance between replenishing the armed forces and ensuring that the shortage of people does not harm the country’s economy.
