EU launches anti-dumping investigation into g-coils from four countries

The European Commission (EC) has announced the launch of an anti-dumping investigation into imports of certain hot-rolled steel products made of iron, unalloyed or other alloys from Egypt, India, Japan and Vietnam. This was reported in the EU’s Official Journal.

The investigation was initiated following a complaint filed by the European Steel Association (EUROFER) on June 24 this year on behalf of the bloc’s industry producing these products.

As noted, the complainant provided evidence that imports of the investigated product from the countries concerned have generally increased in absolute terms and in terms of market share. They show that the volume and/or prices of the imported products under investigation have had, among other effects, a negative impact on the volumes sold, price levels and market share held by the EU industry.

The EC will determine whether the supply of goods constitutes dumping originates from the designated countries and whether the dumped imports have caused injury to the industry of the bloc.

The dumping and injury investigation will cover the period from April 1, 2023, to March 31, 2024. The study of trends related to the assessment of injury will cover the period from January 1, 2021, to the end of the investigation period.

The investigation will be completed within a year, but no later than 14 months from the date of publication of the notification with the possibility of imposing provisional duties within 7-8 months.

The products under investigation fall under the following customs codes: 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 40 00, 7208 52 10, 7208 52 99, 7208 53 10, 7208 53 90, 7208 54 00, 7211 13 00, 7211 14 00, 7211 19 00, ex 7225 19 10, 7225 30 90, ex 7225 40 60, 7225 40 90, ex 7226 19 10, 7226 91 91, and 7226 91 99.

All interested parties may request a hearing by the EC’s investigative services within the established timeframe.

As GMK Center reported earlier, the market had been expecting this step. The potential imposition of retroactive anti-dumping duties on imports of hot rolled coils to the EU could affect trade earlier than expected and affect more than half of HRC imports to the bloc.
