Consumption of steel products in Ukraine grew by 22.6% y/y in January-August

In January-August 2025, Ukraine increased its consumption of steel products (rolled and semi-finished products) by 22.6% compared to the same period in 2024, to 2.81 million tons. This is evidenced by data from Ukrmetprom.

Over the eight months, Ukraine imported 1.04 million tons of steel products, which is 25.1% more than in the same period last year. Imports account for 37% of the domestic rolled steel consumption market. The share of imports in domestic steel product consumption increased by 0.75 percentage points year-on-year.

The import structure is characterized by a significant dominance of flat rolled products over long products – 70.24% and 20.96%, respectively. In January-August 2024, the dominance of flat rolled products over long products was also significant – 79.73% and 18.8%, respectively.

In total, Ukrainian steelmakers produced 4.26 million tons of rolled products in the first eight months of the year, which is 1.4% less than in the same period of 2024. A total of 2.48 million tons of steel products were exported, which is 13% less y/y.

1.77 million tons of rolled products and semi-finished products were supplied to the domestic market, which is 21.2% more y-o-y. In January-August, Ukrainian steelmakers increased shipments of products to the domestic market, with exports accounting for 58.3% of total production for the period, compared to 66.1% a year ago.

The share of flat rolled products in export deliveries increased to 44.4% from 39.2% a year earlier. The share of long products in export deliveries increased to 23.3% from 14%, while the share of semi-finished products fell to 32.4% from 46.8%.

The main export markets for Ukrainian rolled steel steel in the first eight months of the year were the European Union (81.4%), other European countries (8.5%), and the CIS (6.6%). Among metallurgical importers, other European countries ranked first (52.7%), followed by the EU (23.5%) and Asian countries (18.2%).

As GMK Center reported earlier, consumption of steel products in Ukraine in 2024 decreased by 6.26% year-on-year to 3.288 million tons. Over the year, 1.235 million tons of steel products were imported, which is 10.2% more than in the previous year, and about 4.17 million tons of products were exported, which is 39.7% more than in the previous year. Domestic production amounted to 6.22 million tons (+15.8% year-on-year).
