The key driver was non-residential construction, which rose by almost 50% y/y
In 2025, the value of construction work in Ukraine exceeded 258 billion UAH, which is 17% more than in 2024. The sector has partially recovered following a decline in 2022 to 115 billion UAH. This is according to data from the Ministry of Community and Territorial Development of Ukraine.
Growth in key segments in 2025:
- Non-residential construction. This became the main driver of the market, increasing by almost 50% — from 58 billion hryvnias in 2024 to over 86 billion UAH in 2025. This reflects the active construction of logistics and industrial complexes, warehouses and social facilities (schools, hospitals) necessary for the country’s recovery.
- Civil engineering works. Infrastructure projects accounted for 137.5 billion hryvnias, which is 17 billion hryvnias more than the previous year’s figures.
- Residential construction. The segment grew by almost 30% — to over 34 billion hryvnias — although it has not yet reached the record level of 2021 and retains significant potential for growth.
The start of 2026 confirmed that the positive trend is fairly stable. In the first three months of 2026, nearly 30,000 flats were completed in Ukraine (compared with 28,000 in the first quarter of last year), which is the best start to the year in the last five years. The total floor area of completed housing stood at 2.2 million square metres, which has virtually matched the 2021 level and indicates a strong recovery following the 2022 downturn (1.2 million square metres).
The high figures for the number of new flats on which construction began in the first quarter of 2026 indicate that developers are actively launching new projects, rather than merely completing old ones. The non-residential sector is showing similar stability, with over 800,000 square metres of premises completed in the first three months of the year, virtually reaching the pre-war level of 2021.
As reported by GMK Center, the volume of construction work completed in Ukraine in January–March 2026 fell by 4.7% compared with the same period last year, amounting to 40.2 billion UAH.
