Construction works in Ukraine fell by 11% y/y in Q1

The index of construction work performed in Ukraine in January-March 2025 decreased by 11% compared to the same period in 2024. This is evidenced by data from the State Statistics Service.

Residential and engineering construction experienced a significant decline – by 7.4% y/y and 26.6% y/y, respectively. At the same time, the non-residential construction segment grew by 19.3% y/y. Overall, construction of buildings (residential and non-residential) increased by 9.4% y/y.

In monetary terms, the volume of construction products produced in the first quarter amounted to UAH 34.79 billion, including UAH 18.02 billion in the buildings sector (UAH 5.77 billion for residential buildings; UAH 12.26 billion for non-residential buildings) and UAH 16.76 billion for engineering structures.

The share of new construction in the total volume of construction work performed in January-March 2025 amounted to 48%, repairs – 30.1%, reconstruction and technical re-equipment – 21.9%.

In March, construction in Ukraine decreased by 28.7% y/y, but increased by 27.4% m/m, in particular

  • buildings (+4.9% y/y; +19% m/m);
  • residential buildings (-9.9% y/y; +13.9% m/m);
  • non-residential buildings (+12.7% y/y, +21.5% m/m);
  • engineering structures (-46.5% y/y; +37.4% m/m).

As GMK Center reported earlier, the volume of construction works in Ukraine increased by 15.5% y/y – to UAH 204.7 billion last year. In terms of individual segments, the increase in construction works last year was as follows residential construction – by 7.6% y/y, to UAH 26.6 billion; non-residential construction – by 26.2% y/y, to UAH 57.7 billion; engineering structures – by 12.5% y/y, to UAH 120.4 billion.

In 2024, the share of new construction in the total volume of construction work was 41.1%, repairs – 32.6%, reconstruction and technical re-equipment – 26.3%.
