Construction in the EU grew by 0.8% m/m in October

Production in the European Union’s construction sector rose by 0.8% in October 2025 compared to the previous month, while in the eurozone the increase was 0.9% month-on-month, according to preliminary Eurostat data.

In annual terms, construction in October increased by 1.3% in the EU and 0.5% in the eurozone. In September, the EU recorded a decline of 0.1% m/m, and the eurozone recorded a decline of 0.6% m/m.

By type of activity, in October, construction of buildings in the eurozone increased by 0.3% month-on-month, civil engineering by 1.7% month-on-month, and specialized construction work by 0.8% month-on-month. In the EU, building construction increased by 0.7% month-on-month, civil engineering by 1.4% month-on-month, and specialized construction by 0.7% month-on-month.

Among the member states, the highest monthly growth was recorded in Slovenia (+6.0%), Germany (+3.3%), and Portugal (+3.1%). The largest declines in construction volumes were recorded in Slovakia (-3.7%), Hungary (-2.0%), and Romania (-1.9%).

In annual terms, construction of buildings in the eurozone fell by 2.6% in October, while civil engineering rose by 3.3% and specialized construction work fell by 1.7%. In the EU, the decline in the building segment was 0.9%, while civil engineering increased by 3.1% and specialized works by 2.0%.

The highest annual growth in construction volumes was recorded in Slovenia (+36.0%), Romania (+13.9%), and Hungary (+9.7%). The largest declines were observed in Spain (-3.6%), Austria (-2.0%), and France (-1.3%).

As reported by GMK Center, the average annual production volume in the EU construction sector in 2024 decreased by 1.3% compared to 2023.

According to Eurofer, in 2025, the EU construction sector, one of the main consumers of steel, will remain weak. After falling by 2% last year, growth is expected to reach +1.1% in 2025, while in 2026 a slight slowdown to +0.8% is forecast.
