Canada has extended the anti-dumping investigation into wire from 10 countries

The Canada Border Services Agency (CBSA) has extended the preliminary phase of its investigation into the alleged injurious dumping of certain types of carbon and alloy steel wire originating in or exported from 10 countries.

These products are from China, Taiwan, India, Italy, Malaysia, Portugal, Spain, Thailand, Turkey, and Vietnam.

As noted, under normal circumstances, the preliminary phase of the investigation should have been completed within 90 days from the date of the investigation (April 22 of this year).

“However, due to the complexity or novelty of the issues raised during the investigation, the number of persons involved, and the difficulty in obtaining satisfactory evidence during the investigation, this period has been extended to 135 days,” the CBSA said in a statement.

Accordingly, a preliminary determination or a determination to terminate the investigation on some or all of the goods will be made no later than September 4 of this year.

It should be noted that the investigation into alleged dumping, initiated in April, was opened following a complaint filed by Sivaco Wire Group 2004, LP and ArcelorMittal Long Products Canada. The complainants alleged that as a result of the increase in dumped imports, they suffered material injury in the form of price undercutting, loss of sales and market share, reduced capacity utilization, etc.

As of April 2025, there were 158 special import measures in place in Canada covering a wide range of industrial and consumer goods.

Global players in the steel market are stepping up measures against dumped imports of metal products to protect their producers. In particular, the US Department of Commerce recently launched an investigation into imports of rebar from Algeria, Bulgaria, Egypt, and Vietnam.

At the same time, Brazil has initiated its own investigation into hot-rolled steel imports from China, India, and Indonesia. China has decided to extend anti-dumping duties on stainless steel imports from the EU, the UK, South Korea, and Indonesia for another five years.
