Duties of up to 166% are intended to protect Ukrainian producers from losses and market share

On July 7, 2025, the Interdepartmental Commission on International Trade (ICIT) decided to impose definitive anti-dumping duties on imports of fittings for water supply and heating systems from China and Turkey. This was reported to GMK Center by the law firm Ilyashev & Partners.

These measures were a response to aggressive price undercutting by foreign manufacturers, which caused serious damage to Ukrainian industry.

The investigation was initiated following a complaint from a domestic manufacturer represented by Ilyashev & Partners Law Firm. During the investigation, it was found that imports from these countries were made at dumping prices significantly lower than domestic prices in the Turkish and Chinese markets. As a result, the Ukrainian manufacturer faced a decline in production volumes, a decrease in sales, and a deterioration in financial results.

From now on, Chinese fittings will be subject to a duty of 166.65% of the customs value of the goods, and Turkish fittings will be subject to a duty of 34.72%. As emphasized by Olena Omelchenko, partner at Ilyashev & Partners, these measures will not only help stabilize the position of the national manufacturer, but also preserve jobs and promote the development of the industry in Ukraine.

The project was exceptional in trade protection practice: the investigation was completed in nine months, faster than required by law. This was made possible by updated approaches and the coordinated work of the Ministry of Economy of Ukraine.

As GMK Center reported earlier, earlier, the ICIT began reviewing anti-dumping measures on imports of seamless hot-rolled steel pipes from China to Ukraine in connection with the expiration of their term. The review procedure was initiated at the request of the Ukrainian pipe manufacturer Interpipe Niko Tube LLC.
