Interdepartmental commission extends duties on Chinese fasteners until review is complete

The Interdepartmental Commission on International Trade (ICIT) has decided to review anti-dumping measures on imports of steel fasteners from the People’s Republic of China due to the expiration of their term of application. The relevant decision No. AD-587/2025/441-01 was adopted on September 26, 2025, based on a request from PrJSC Druzhkivka Metal Products Plant and the conclusions of the Ministry of Economy, according to Uriadovy Kurier.

According to the materials, during the period of the current duties, Chinese fasteners continued to be imported at dumped prices, which created risks for Ukrainian manufacturers. The Commission concluded that the removal of restrictions could lead to further growth in dumping and damage to domestic enterprises.

Until the review procedure is completed, the anti-dumping measures introduced in 2020 by Decision No. AD-465/2020/4411-03 will remain in force. The review has been entrusted to the Ministry of Economy, which will collect information from interested parties over the coming months.

Within 30 days of the publication of the notice, enterprises and organizations whose activities are related to the subject of the investigation may register to participate in the procedure and submit their comments. In addition, the Ministry of Economy will consider written comments and additional information for 60 days.

Thus, Ukraine continues to protect its domestic market from unfair competition, leaving anti-dumping measures against steel fasteners from China in force at least until the review is completed.

It should be recalled that in May 2025, the ICIT extended anti-dumping duties on imports of corrosion-resistant rolled steel from China and Russia, as well as cement from Moldova, Russia, and Belarus, for five years. At the same time, a review of measures on imports of seamless steel pipes and ferrous steel products from China, initiated by Interpipe Niko Tube LLC, was launched. The Ministry of Economy emphasizes that these steps are aimed at protecting the domestic market from dumped imports and maintaining the competitiveness of Ukrainian producers in the difficult conditions of war and global competition.
