Kyrgyzstan plans to extend ban on scrap exports

The relevant ministry submitted the relevant draft resolution for discussion

The Ministry of Economy and Trade of Kyrgyzstan has submitted for public discussion a draft resolution aimed at temporarily banning the export of ferrous scrap, waste, and ingots for melting outside the Eurasian Economic Union (EAEU). This was reported by SteelRadar.

According to the draft resolution, the ban is aimed at preventing a critical shortage of resources for domestic processing enterprises and supporting them in the development and production of commodities processing.

The Regulation provides for a six-month ban on the export of ferrous scrap and waste from Kyrgyzstan, as well as ferrous ingots for melting (charge ingots) classified under the EAEU HS code 7204. The Resolution will come into force 7 days after its official publication.

In turn, the Ministry of Economy will have to notify the World Trade Organization (WTO) and the Eurasian Economic Commission (EEC) of the temporary ban within the prescribed timeframe.

In February this year, Kyrgyzstan extended the ban on scrap exports outside the EAEU for six months. The country first resorted to such measures in January 2022 and then prolonged them consistently.

As GMK Center reported earlier, Kazakhstan extended the ban on exports of non-ferrous and ferrous scrap for another 6 months in April. The restriction was first applied 7 years ago. This is the country’s way of supporting the domestic steel industry.
