The Commission extended the duties on seamless stainless steel pipes from China until the review is completed

The Interdepartmental Commission on International Trade (ICIT) has decided to initiate a review of anti-dumping measures on imports into Ukraine of seamless stainless steel pipes originating in China due to the expiry of their application period. The relevant decision No. AD-588/2025/441-01 was adopted on December 19, 2025, according to the Government Courier.

The basis for initiating the procedure was a request from the national manufacturer, Centravis, as well as materials and conclusions from the Ministry of Economy, Environment, and Agriculture of Ukraine. The Commission concluded that the request complies with the deadlines established by law and contains sufficient evidence that the repeal of anti-dumping measures could lead to the continuation or resumption of dumping and cause damage to the national producer.

In addition, the materials indicate that the current situation of Chinese exporters and economic conditions create risks of new forms of dumping, and the continuation of restrictions does not contradict the national interests of Ukraine. In this regard, the Commission decided to extend the anti-dumping measures introduced in 2014 until a final decision is made based on the results of the review.

At the same time, a review of the voluntary price undertaking of the Chinese manufacturer Longda Steel Group Co., Ltd was initiated, which also remains in force for the duration of the procedure. Both reviews have been entrusted to the Ministry of Economy, which will register interested parties and review the submitted materials.

The registration of parties will last for 30 days from the date of publication of the notice, and written comments will be accepted for 60 days. The Commission’s decision shall enter into force on the date of its official publication.

It should be noted that in January-November 2025, imports of pipes to Ukraine from China reached 16.63 thousand tons (HS 7203-7206), accounting for more than 20% of Ukrainian pipe imports.

Earlier, the ICIT began reviewing anti-dumping measures on imports of steel fasteners from China due to the expiration of their term of application. The relevant decision No. AD-587/2025/441-01 was adopted on September 26, 2025, based on a request from PrJSC Druzhkivka Metal Products Plant and the conclusions of the Ministry of Economy.
