Residential and civil engineering construction experienced a significant decline

The index of construction work performed in Ukraine in January-April 2025 decreased by 13% compared to the same period in 2024. This is evidenced by data from the State Statistics Service.

Residential and civil engineering construction experienced a significant decline, falling by 4.3% y/y and 29.1% y/y, respectively. At the same time, the non-residential construction segment saw growth of 17% y/y. Overall, construction of buildings (residential and non-residential) grew by 9.1% y/y.

In monetary terms, the volume of construction output in January-April amounted to UAH 49.25 billion, in particular, in the building sector – UAH 25.43 billion (UAH 8.43 billion – residential buildings; UAH 16.99 billion – non-residential), engineering structures – UAH 23.82 billion.

The share of new construction in the total volume of construction work performed in January-April of this year was 46.7%, repairs – 30.5%, reconstruction and technical re-equipment – 22.8%.

In April, construction in Ukraine decreased by 13% y/y and by 20.6% m/m, in particular:

  • buildings (+9.1% y/y; +1.8% m/m);
  • residential buildings (-4.3% y/y; -12.1% m/m);
  • non-residential buildings (+17% y-o-y; +10% m/m);
  • engineering structures (-29.1% y-o-y; -35.4% m/m).

As GMK Center reported earlier, the volume of construction work performed in Ukraine last year increased by 15.5% y-o-y – to UAH 204.7 billion. In terms of individual segments, the increase in the volume of construction work last year was as follows: residential construction – by 7.6% y-o-y, to UAH 26.6 billion; non-residential construction – growth of 26.2% y-o-y, to UAH 57.7 billion; engineering structures – growth of 12.5% y-o-y, to UAH 120.4 billion.

In 2024, the share of new construction in the total volume of construction work performed was 41.1%, repairs – 32.6%, reconstruction and technical re-equipment – 26.3%.
