The event will bring together representatives of government, business and the expert community

On October 29, a round table discussion entitled “CBAM: Challenges and Opportunities for Ukrainian Industry” will be held, organized by the National Association of Extractive Industries of Ukraine (NAEI) with the participation of representatives of business, government, international partners, and experts.

NAIPI expressed concern about the potential consequences of the introduction of the Cross-Border Carbon Adjustment Mechanism (CBAM) for the Ukrainian economy and received an official response from the European Commission.

The letter, signed by the European Commission’s Directorate-General for Taxation and Customs Union (TAXUD), confirmed the following key positions:

  • The EC firmly stands in support of and solidarity with Ukraine;
  • The European Commission, in accordance with the CBAM regulation, will assess the situation in Ukraine, taking into account “an exceptional and unprovoked event with devastating consequences for the country’s economy”;
  • The report, which may be accompanied by proposals to take these circumstances into account, will be submitted to the European
  • Parliament and the Council of the EU by the end of 2025;
  • The EC will provide priority support to Ukrainian industry through financial instruments, in particular the Fund for Ukraine and the EU4ClimateResilience program.

“This response confirms that the EU recognizes the scale of the economic challenges facing Ukrainian industry and is ready to consider flexible adaptation instruments within the CBAM,” the association noted.

The round table initiated by National Extractive Industries Association of Ukraine will be the first public discussion after official communication with the EC.

As noted by Ksenia Orynchak, executive director of National Extractive Industries Association of Ukraine, the European Commission’s position opens up new opportunities for joint decisions. Therefore, the task is to unite industry, experts, and authorities so that Ukraine can maintain the competitiveness of its exporters in the new carbon regulation system.

The following issues will be discussed at the event:

  • the Ukrainian government’s position on postponing the CBAM;
  • challenges for exporters in the metallurgical, energy, cement, and mining industries;
  • opportunities to attract EU funding for decarbonization processes;
  • business proposals for adapting Ukrainian enterprises to carbon regulation requirements.

  • Oleksiy Sobolev, Minister of Economy, Environment, and Agriculture;
  • Dmytro Natalukha, Chairman of the Verkhovna Rada Committee on Economic Development;

  • Oleksandr Kalenkov, President of Ukrmetprom;
  • Stanislav Zinchenko, CEO of GMK Center,
  • representatives of Ivano-Frankivsk Cement, CRH International, DTEK Energy, Ferrexpo, Metinvest, ArcelorMittal Kryvyi Rih, and others.
