A neighborhood for 1,000 displaced families from Mariupol will be built in Bila Tserkva

A new residential neighborhood will be built in Bila Tserkva for 1,000 displaced families from Mariupol who lost their homes due to Russian aggression. The architectural concept for the project was presented on November 13 at the ReBuild Ukraine international exhibition in Warsaw. A memorandum on the transfer of technical solutions for construction was signed by the Mariupol City Council and the Metinvest Group, which financed the development of the concept as part of the Steel Dream program.

The project involves the construction of housing using modular steel technology, which significantly reduces construction time and optimizes the cost per square meter. The apartments in the new neighborhood will be fully renovated and equipped with furniture and appliances. The housing will be owned by the Mariupol community, and the rent will be social – lower than market rates. For certain categories of displaced persons, free accommodation will be provided at the expense of state programs.

The complex will combine residential buildings, public spaces, and a memorial complex to the Heroes of the Mariupol Garrison. Construction will be carried out in accordance with Government Resolution No. 814 using funds accumulated by the Mariupol City Council since 2022, with the support of the Ministry of Regional Development, the Kyiv Regional State Administration, and the Bila Tserkva City Council.

According to Metinvest CEO Yuriy Ryzhenkov, investing in social stability and creating decent living conditions is an integral part of supporting Ukrainians during the war. Mariupol Mayor Vadym Boychenko stressed that this will be the largest housing project for IDPs in Ukraine, designed to keep people in the country and give them the opportunity to return.

The pilot project in Bila Tserkva will serve as a basis for scaling up the project in Lviv and Dnipro, where most of the displaced persons from Mariupol live. According to Government Resolution No. 814, more than 9,000 Mariupol residents have already applied for such housing.

It should be noted that since the start of the full-scale invasion, Metinvest Group has allocated UAH 9.72 billion to support the state and Ukrainians, including UAH 5.2 billion for the army’s needs as part of the Steel Front military initiative. For more than three and a half years, the Group’s priority has been to support the army, as the future of the country, its cities, and industry depends on its resilience.
